As we step into a new month, we want to take a moment to thank you for being an essential part of our community. Your cooperation, feedback, and engagement help us grow stronger together. Whether it’s improving building facilities, ensuring resident safety, or providing helpful resources, everything we do is with you in mind.
We appreciate your patience with ongoing projects, your care in keeping shared spaces clean, and your participation in community events. This month’s edition covers several key updates, so be sure to take a few moments to read through and share with your neighbors.

Ongoing Projects & Reminders
Projects: Building Improvements in Progres
- Annex lighting and ceiling tile replacements are scheduled to begin on the 10th floor and will continue floor by floor.
- The use of tobacco and marijuana is strictly prohibited inside all buildings. Please use the designated outdoor smoking areas.
- In apartments located on floors where the new flooring is complete, we’ll be adding new door knockers, door sweeps, and mailboxes.
Please don’t leave food outside for animals, as it attracts rodents and pests and creates safety and cleanliness issues.
🚮 Trash
Please remember that trash should never be left on the ground next to the dumpsters.
If the dumpsters are full, we ask that you hold onto your trash until they are emptied. Leaving garbage outside the bins attracts mice and other wildlife, and creates health and safety concerns.
Trash pickup is scheduled for Tuesdays and Fridays.
🚮 Trash & Recycling: Follow Proper Disposal Rules
Please remember to dispose of your trash properly and avoid leaving items in trash rooms.
✔ Boxes: Must be broken down and placed in the outside recycling bins.
✔ Trash Bags: Should be small enough to fit inside the chute—please do not leave them in common areas.
Leaving items in trash rooms creates unnecessary mess and inconvenience for other residents. Let’s keep our spaces clean!
🐾 Pet Owners: Keep Our Community Clean
✔ Pet waste cleanup is required by policy—no exceptions.
✔ Please be responsible and clean up after your pets, even in cold weather.
✔ Help keep our shared spaces clean and sanitary for everyone.

Security and Parking
As mentioned in last month’s newsletter, parking continues to be a challenge during regular business hours—especially at Forand Manor—due to the number of contractors and construction crews working on site.
We appreciate your continued patience and flexibility as these important upgrades continue. If your assigned parking space is temporarily unavailable, we will do our best to assist. In some cases, this may mean parking off property for a short time.
Housing Choice Voucher Program Updates (Section 8)
The Housing Choice Voucher Program (HCV), also known as Section 8, is an essential resource for residents and landlords. Below are important updates, new regulations, and opportunities related to the program that you should be aware of.

🚨 Carbon Monoxide Detector Requirements
Make sure every unit has a carbon monoxide detector on each floor. – If not hardwired, it must be a sealed 10-year battery device.
Tenant Reminder: HOTMA Implementation Begins July 1
The Housing Opportunity Through Modernization Act (HOTMA) will go into effect July 1, 2025. It includes updates on income exclusions, definitions, and de minimis errors. Stay tuned for more details!
💵 Utility Rebate Checks
If you receive a utility rebate check, cash it as soon as possible.
💡 Trouble with the check? Contact your representative.
💻 Prefer direct deposit? Speak with your rep or use your bank’s app to deposit your check online.
2025 Rent Increases & Budget Considerations
Due to budget constraints, we are asking all landlords to:
- Refrain from requesting rent increases for 2025.
- Consider waiving any increases already submitted.
Report Changes Promptly
Even if you receive Housing Assistance Payments (HAP) via direct deposit, you are still required to report any changes to your address or phone number.

Important Data Breach Alert: Protect Your Personal Information
On Friday, January 10, 2025, notification letters were mailed to individuals impacted by the RIBridges data breach. These letters contain important details on how to protect your personal information.
Steps to Take if You Receive a Letter:
✔ Read the instructions carefully.
✔ Sign up for free credit monitoring through Experian by April 30, 2025 (activation code required).
✔ Verify your identity (name, Social Security number, address, etc.) when enrolling.
